Dr. Tom Iseley, P.E.
In 2020 Dr. Tom Iseley, P.E., accepted the Beavers Heavy Construction Distinguished Fellow at Purdue University where he now serves as a Professor of Engineering Practice in the Division of Construction Engineering and Management.
Dr. Iseley’s experience is broad and spans many years involving leadership positions in water, wastewater, natural gas, trenchless technology, underground construction, and other fields. During the past 40 years, he has maintained an international leadership position in trenchless technology. He is the founder of many organizations including the Trenchless Technology Center (TCC) at Louisiana Tech University, the North American Society for Trenchless Technology (NASTT), and the Buried Asset Management Institute – International (BAMI-I). In April 2015, Dr. Iseley was selected as a Distinguished Member of the American Society of Civil Engineers (ASCE) for his eminence in pipeline engineering, becoming just one of only 637 Distinguished Members ever selected by the ASCE. After serving many years as a full professor of civil engineering at Louisiana Tech University (LA Tech) and the Director of the Trenchless Technology Center (TTC) at LA Tech, he was appointed Professor Emeritus after retirement. Since 2020 he has served as the Beaver Heavy Construction Distinguished Fellow as a full professor of engineering practice in the Division of Construction Engineering and Management, Department of Civil Engineering at Purdue University.

Mr. David Arrowood
Mr. David Arrowood is the Director of Public Works for the Town of Lake Lure, North Carolina. Prior to taking this position, he was the Director of Public Works for the Town of Spindale, North Carolina.

Mr. Rim Raulston
Mr. Jim Raulston has a widely varied career which began with a Naval Commission. He was engaged in many international assignments including serving as Project Engineer and then as a Project Manager for three air base projects and a tank training facility. Later he joined the staff of a utility construction contractor and gained valuable experience with water, wastewater, and natural gas lines. He has been involved in wastewater evaluation and Asset Management for over 40 years. During the early years of the Clean Water Act, Mr. Raulston became a leader in the field of Sewer System Evaluation and Survey (SSES). He was involved in nearly every aspect of the wastewater collection industry including condition assessment, repair, restoration, and funding. He and his partner had one of the first Insituform licenses in the USA. He has spent many years developing software to support sewer line-related activities and Asset Management. And, he has served for several years as a Master Trainer in the NASSCO PACP training program.
He has known Kurt Wright, P.E. since 2012.
Mr. Roulston’s Letter of Reference
Mr. G. Scott Webber
Mr. G. Scott Webber was appointed Town Manager of the Town of Spindale in December 2014, where he is responsible for implementing the policies set forth by the Town Board of Commissioners and exercises management responsibility over all staff and departments. Scott is a dedicated public servant with over 20 years’ experience in local government, with a background in utilities and financial management.
Prior to joining the Town of Spindale, Scott was the Director of Finance for the Town of Forest City where he was responsible for accounting, human resources, financial planning and analysis, and utilities management. Mr. Webber earned a bachelor’s degree in Economics from the University of North Carolina at Charlotte and holds certificates from the UNC School of Government at Chapel Hill.
Mr. Martin Scanlon
Mr. Scanlon has been involved in the private utility sector since 1997. In his most recent employment, he was the Project Manager for a major private utility for 14 years and in that position executed and completed 289 water and wastewater capital improvement projects totaling $61 million.
Mr. Scanlon has known Kurt Wright, P.E. since 2017.

Shannon Baldwin, MPA, AICP
Mr. Shannon Baldwin was the Town Manager for the Town of Lake Lure from June 2018 to December 2021. Prior to this appointment he was the Community Development Director for the Town of Lake Lure from 2004 to 2018.
Mr. Baldwin has a Bachelor of Arts in Political Science and a Master’s in Public Administration from Clemson University. He is a licensed professional planner with the American Institute of Certified Planners (AICP) and retains a certification from the Institute of Government, UNC-Chapel Hill in Municipal Administration. He has served as the Town Manager for Banner Elk, NC and as the City Administrator for the City of Saluda, NC. He served a four-year term as an elected official on the Board of Commissioners, Henderson County, NC as well as a four-year term on the Board of Education for Henderson County.
Mr. Baldwin was first introduced to Kurt Wright in 2002 while he was the City Administrator of the City of Saluda. Since 2019 Kurt has served as the Town Engineer for the Town of Lake Lure under a special contract and Shannon and Kurt have work together closely.
